New SD Rules & Guidelines for Directory & Web site

 

 

1. Qualifications: 100 countries for all Europeans divisions, however there may be some cases where the division Co-ordinator may accept a member in the group, if the person is one of quality, as we want quality not quantity.

2. Band plan: 11 meter all modes. Please note all members are advised to use RTX radio sets, within the laws and regulations of their country. We will not be responsible for members who do not abide by their country laws and regulations.

3. QSL Divisional Cards: Can only be printed via your Country Co-ordinator or World SD HQ, Via an Official SD Printer, and all QSL Card designs must be approved by the HQ Before going to print, this now includes personal qsl cards.

4. Call signs: You may have membership as many other groups as you wish; we do not discriminate against other groups. However officials of Sugar Delta cannot be an official of another group.

5 QSL Bureau: You may request for the QSL Bureau to manage your mail, this only applies to stations outside Europe or Most Wanted Countries. The only exception to this rule is if it would cause you problems with local authorities to QSL direct, or you have financial difficulty, and must be approved by the SD HQ.

6.0: Officials: All group officials must be elected by the membership.

6.1: These appointments can be changed at any lime where there is a vote of No Confidence by the majority of the members in the division concerned.
6.2: A democratic national Co-ordinator election must be by ballot to be democratic. It has to be organised as follows. The vote counter must be a respected and independent member; the best is outside the country.
6.3: He will send a letter to ALL members so that candidates can declare themselves.
6.4: When candidates are known. A second letter to ALL members with the candidates propositions and the voting material in.(A vote envelope, voting slips with all candidates names, one for each, a second envelope to put the vote envelope so that the voter's call can be known and checked before putting the vote envelope in the ballot.
6.5: Opening of the ballot at a place and time known by all so that any observer wishing to see by his own eyes can witness. (This can be done during a meeting, just great, so that many can see).
6.6: No one in the group can be a candidate to a national position if he / she has been a member for less than 2 (TWO) years. Any exception to this rule must be approved by the International SD HQ.


7. Activations: All activation's including IOTA & SES must be authorised by the activations manager or his appointed substitute (1SD001 Marco) and send an info to your local coordinator. SD rules for a DX activation to validate it: We need the Visas, Passport, Air Plane Tickets, Boarding pass, Videos, Photos... Full info about proofs will be given by 1SD001 Marco, Also we need one QSL (Scanned is ok) and the logbook to put on the web.

8. Courtesy / Radio Etiquette: We expect all members to act with courtesy at all times, we will not look kindly on those who bring the group into disrepute regardless of the group concerned. (Although not a rule we would expect the same standards whilst on the Internet Forums).

9. Divisional Matters: Members must at all times follow the correct procedure ie : Member - Director - Co-ordinator – Country Co-ordinator, this applies to any new membership or problems within the areas concerned.

10.0: New Membership Payment and Enrolment Procedure

10.1: A new member joins the group

10.2: The Divisional HQ or QSL Manager MUST send the Information of the new member to the directory team and Continent Supervisor (if any) and then send the fee (s) to the International SD World treasurer via:

payment@sugar-delta.org and must include the members call sign and full contact details.

Renewal fees received after the deadline date set: 30th September 2012 will mean NO Entry into the Directory.

 

10.3: Once the World treasurer has received the fee (s) he will then inform the directory team as soon as it is possible.

10.4: The directory team will then and only then announce the new member.

10.5: The new member is then authorised to use their new call sign (not before)


11. Zero Numbers: May only be eligible when a member has been within the group for a period of 5 years or more. or has been an official for no less than 2 years or more.
11.1: When a member leaves the group, his / her call sign cannot be reattributed before one year.

11.2: Double zero unit numbers are for Divisional HQ Officials only; if you leave your official position you will then revert back to your old call sign unless you are a founder member.

12. 0: RIP / Silent Key Unit Numbers

12.1: With one exception, under no circumstances will the re-issue of unit numbers of RIP / Silent Key members allowed. The one exception to this rule is where a spouse (husband or Wife) or sibling (Sister, Brother, Son or Daughter) wishes to take the unit number in remembrance of the silent key.

12.2: Any re-issue of the silent key MUST be approved by the SD HQ.

 

13. QRZ: DO NOT WRITE the QRZ of any member on envelopes, nor stamp radio logo's on mail sent to other members. This may cause problems for certain operators, who have monitors reading mails received.


14.0: Contributions:

14.1: With rising costs of postage through most of the World to date we can no longer continue with a contribution of only $1.00 US, therefore as from January 1st 2011 QSL Managers will request a $2.00 U.S Contribution or 1 IRC (INT reply coupon) to confirm your QSL Card.

We can no longer expect the SD QSL Managers to use their own money to validate contacts made via a QSL Manager, you can see all information and costing of management on sugar-delta.org

14.2: Contributions can be requested for: Zeros, DX, IOTA, LOTA, IWIL and Members outside of Europe, in some cases of which MUST be approved by the SD HQ can a contribution be requested for: poor countries and very Special SES event, such like the World cup & European finals, Olympics and such events, this is only to encourage members to make activations where there may be of interest.

15.0: QSL Managers (see also rule 5.0 – 5.2)

15.1 Any member with the SD HQ Permission can become a QSL Manager providing they have the time and finances to do so.

15.2: It is not permissible for any members within Europe to have a QSL Manager unless in extreme Circumstances that makes it impossible for the member to operate without a QSL Manager, in these cases it must be authorised by the SD HQ.

15.3: QSL Managers MUST inform the directory team, Continent Supervisors (where applicable) with all NEW & Renewed operators that they manage and also pay the renewal to Pierrot before any announcement has been made for new membership within the deadline set for the directory team.

15.4: The procedure for new membership is subject to rules 10.0- 10.6.

15.5: QSL Managers MUST send their operators renewals through their own National HQ.

15.6: If there is no National HQ then payments must be sent through the SD World Treasurer.

15.7: where there are new qsl managers for the group or operators, all divisional flag cads will be printed by the SD HQ and supplies will be taken from the SD Materials manager at whatever the cost of the QSL cards are plus postage costs.

15.8: The QSL Cards that are printed by the SD HQ will remain the property of the Group; this will remove all private cost to the QSL Manager for any new management he / she takes over.

15.9: QSL managers & QSL Card Printing:

We ask ALL QSL Managers not to put any of their personal details on the back of QSL Cards they use to confirm the members they are managing if provided by the SD HQ.

You may do: only if you pay for the QSL Cards yourself, if you do so then the QSL Cards will not be of any use to the SD HQ if any changes were to be made to any managers, so if you decide to stop any management you have for the SD Group your QSL cards with your personal details on the back will not be purchased by the SD HQ.

15.10: Existing QSL Managers may print QSL Cards providing they are with all new Official Logos.

15.11: QSL Managers are expected to reply to QSL card requests within 6 months of receiving the QSL card that has been received.

15.12: QSL Managers MUST co-operate with the SD Group Blacklist Manager to solve any issues that members / operators may have regarding late / missing QSL cards from SD QSL Managers.

15.13: QSL Managers are requested to communicate any new members / renewals with Continent Supervisors.

15.14: SD QSL Managers are an Official within the SD Group; therefore CANNOT be an Official of another Group.

15.15: Any SD QSL Managers not seen to be doing their duty in a correct way or the Blacklist Manager is receiving many complaints about non QSL and the QSL Manager concerned does not comply with the rules and guidelines set for the QSL Managers then he /she will be removed from their duty as a QSL Manager.

15.16: QSL Via: Via means that the operator concerned is using other members PO Boxes, NO contribution can be requested when you are via other members PO Boxes.

16.0: Contributions:

17.0: Member abuse to Elected HQ Officials (see also rule: 8.0 – 8.2 & 18.0 – 18.6)

In any Division where the Majority of the members have Elected a HQ the members will follow their own divisional rules (providing they do not break SD HQ rules) if any member within the division concerned do not agree with the decisions taken by the HQ Elected and continually insult any member of the Elected HQ or bring the group into disrepute whether be it be in a personal or in an open way by face to face or by email or in any SD HQ or Divisional HQ Forum will be expelled from the group. If you have any issues with your Elected HQ you approach them in a civilised manner and show respect, if you are still not happy with the HQ you can ask for a vote of no confidence of the Elected HQ, This voter must be carried out by another divisional HQ representative, if the vote of NO confidence does not meet the majority of the members then you MUST stand by the Elected HQ if you still do not accept this then there are many other groups you can join.

Then SD HQ will NO longer tolerate ANY member without exception abusing ANY Elected HQ Official in a personal or open way in any form whatsoever. (You have been warned)

Remember all, this is a hobby we the Officials in this group work for this Group in our own time, without any payment and without prejudice, we try our hardest to do the best for the Group (YOU) and sometimes we make mistakes, we all learn from mistakes, we are not politicians we don’t want to be gods as some would think, we are not special people, we are the same as YOU! We only want to enjoy the hobby as you do and enjoy the chat on Radio as you do, all we ask from you the members is to follow the rules and guidelines set within the group and to give a little respect to those who work hard to keep this group going, if you have issues about decisions don’t attack find a better solution and suggest it to us, you never know we may agree. All HQ Officials are always open to new and fresh ideas, we don’t think we know everything and we don’t, so don’t attack us HELP us.

18.0: Super committee:

18.1: What is the role of the Super Committee, The Super committee are there to Support any divisional HQ or members grievances.

18.2: If the Divisional HQ cannot agree on a subject then the Super Committee will get involved to find a fair solution, if a member feels he / she has been expelled in an unfair way then the Super Committee will get involved.

18.3: If any member breaks any SD Rules or guidelines and has been expelled for doing so then the Super Committee will not get involved and will support the National HQ 100%.

18.4: The Super Committee are responsible for the smooth running of the group as a whole and do not normally get involved with any Divisional affairs unless rules have been broken by the HQ concerned.

 

 

19.0. Activations:

20.0: SD Contest trophies

20.1: Operators that finish in any of the three positions that are available for trophies, the SD HQ Division that they are resident in will supply the trophy; the HQ can then claim the cost of all trophies and postage form the World treasurer.

 

21.0: SD Forums:

21.1: SDDXNET is for DX Info and not personal or Political use, any person who does misuse this forum will be permanently removed.

21.2: SDDIR is for directors only and only SD Affairs will be discussed here, again any misuse within this forum will also get you permanently removed.

 

 

22.0: Directory Deadlines:

All Divisional HQ, QSL Mangers and Members MUST respect the deadline set for entry into the directory of which is September 30th 2012.

Failure in meeting this deadline will lead to your call signs not being in the directory.
